Started off good, now garbage

Was all good until they asked me to pay again for the app. Starts off as a free app but u have to pay to keep adding more data. Nothing wrong with that until it asks me to pay again after I already paid. Pretty sure I paid twice until I had enough. Shouldnt I only be required to pay for the app once in order for it to work?
